Vietnam Embassy :Conversation with a Beaurecrat

I've booked my flights to Vietnam. I called the Vietnam embassy to ask about the tourist visa. The conversation between me and the embassy beaurecrat (Be) goes like this:

Me : Hello, I want to apply for a tourist visa.
Be : (Grunting noises)
Me : I want to apply for a tourist visa.
Be : photo!
Me : How many ?
Be : 1 photo and passport!
and then he puts down the phone before I can ask more questions.

I called again as I did wanted to ask some more questions about the types of visa and fees.
Me : Hello, it's me again. How long does it take to get a visa?
Be : (grunt) and (pause) and then he puts down the phone.

3rd Tel. call
Me : Hello
Be : (breathing noise) (pause) Puts down the phone.

Maybe they don't want tourists going there, spending money and contributing to the local tourism industry.

BTW, if you called the Myanmar embassy as I did in 1999, more or less the same thing happens.

Maybe I should go somewhere else.
